КПСС, помимо идеологии, была еще и хозяйствующей структурой. А советский людей надо было кормить, одевать, лечить, жильё им строить и т.д...
Все эти действия вполне богоугодные в любой идеологии. Ну, человек и шёл в КПСС, чтобы кормить-лечить...
