I am afraid I disagree with you. The journalist's phrase is misleading at best.
Information exists only because it is measured. Before the measurement there is no information.
Maybe the following example will help. It is wrong to say "an electron has a coordinate, but it is a quantum coordinate, and cannot be measured". This leads to the picture of "hidden parameters", which is wrong. In fact electron has no coordinate UNTIL it is measured.
