Well, there are things that I do not understand... ;)
Say, okay, FBI, CIA, NSA kind of knew about the threat of Osama's plane hijacking for suicide purposes - but did not take them seriously. Then a plane is hijacked, and nobody from that plane is willing to communicate. Is not it already a signal that the operation is on? Okay, let's assume they were too slow, and not communicating with FAA.
Then the plane hits the building. Is not it enough information to make conclusions, having the data they did have? Three other planes are already off course. Make conclusions! You are supposed to be smart. You are supposed to be prepared to the WWIII. We know not everyone was; some preferred to hide in the kindergarten, but someone still had to be kind of on alert. Why not track the planes? Why not start evacuating the obvious possible targets, if not hitting the plane (I understand it would be a hard decision to make)?
On the other hand... we know nobody could imagine the buildings would fall. That's why 911 idiots were telling them to stay where they are. Some of those who did not listen, survived. An Indian guy, not even a Jew, he just rushed into the fire, and ran through, all the way down, in spite of all this Hinduist fate crap, and he survived.
But if nobody guessed what was going on in the air - where was the Brave Hero Juliani - why did not he, or some other Brave Hero, send a single helicopter to save those above the burning part of the building? Did he know the buildings would fall? Did he know there was a terrorist attack going on right after the first plane? No, he probably did not.
So, in general, this test of national security showed not only that the country is incredibly vulnerable, but also that decision makers are totally inept, and not trustworthy at all.
