Так и что? В "Kotlin", "l" --- часть корня. Название "Берлин" зафиксировано до того, как в этом месте поселились германцы, т.е. оно славянское (как и у рядом расположенного Бранденбурга/Бренны), а у славянских топонимов суффикса -лин не бывает (зато бывает -ин). Berolina, кстати, выглядит как славянское слово типа "целина", "трясина" и т.п.
