Мон шер, в Корее возраст считается не с рождения, а с зачатья. Причём, не +9 месяцев, а очень по-хитрому. (Сейчас пытаются поменять этот бардак.)

А так, у них ещё совсем недавно было уголовное наказание за супружескую измену.

Не уверен, что точно запомнил, но вроде бы по календарному году зачатия. Т.е. возраст каждого корейца увеличивается 1 января. И это, кстати, глубоко прошито в культуру, там даже обращения к человеку старше/младше/ровеснику (в указанном смысле) разные, так что корейцы при знакомстве первым делом выясняют возраст друг друга.

"16 years old" is a relatively mild restriction (vs other states in the US).

Conservative traditions in California

It is important to understand that, while most states have set the minimum age to marry with parental consent to 16, California is one of the few states that allow minors to get married at any age, as long as they obtain parental consent.

It looks like Californian legal system enforces monogamy for minors and require parental consent for sexual relationships with minors. This reminds me conservative traditions of sexual relationships established in human societies thousands of years ago. The only exception is that modern California also requires judge's approval for such relationship (while in ancient times it was enough to have a parental approval only).

Just 17 marriages in 2019 reportedly involved minors, and counties reported 11 such marriages in 2020.

Considering that "minor marriages" are so rare in California, they have barely noticeable impact. Unlike "Californians under age of 18 cannot give consent" laws.

My opinion does not matter.

In my view, a law by which the age difference is limited by the square root of the age of the elder partner makes sense until the youngest one is 18. Further it's nobody's business.

But again, my opinion does not matter, and it depends a lot on the surrounding culture.

It seems odd to me if two 25-year-old persons have different rights due to their parents age. What purpose does it serve?

It depends on what is right.
If the goals are to increase age discrimination and reduce population, then the age of consent 40 should help to accomplish these goals.

Not sure if you're asking genuinely or just being sarcastic, but I think it has to do with exploitation of children, as in other children protection laws: labor limits, alcohol purchase, etc. Of course, those laws are not ideal in all cases and sometimes fail to serve its purpose.
